[Qualifications]
Education:
A university degree in Engineering, Economics, Computing or related fields with an analytical background; preferably at graduate level or its equivalent
Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 2-5 years relevant experience, particularly on change management;
- Excellent oral and written communication skills in English
- Working fluency in Japanese and one other major Asian language spoken by CITYNET member cities;
- International experience working in development in several countries;
- An understanding of CITYNET and other related NGOs policies and procedures;
- Strong analytical, organizational, and negotiation skills.
- Familiarity with MS Office/Adobe tools to draft reports, publications, presentations and analytical charts. Familiarity with SQL, MS Access or other database management tools.
[Main Functions]
Project Processing and Administration
- Acting as a focal point for CITYNET programmes and projects.
- Participating in and undertaking review missions for the supervision and administration of ongoing infrastructure projects.
- Supervising and contributing to project implementation and preparing and contributing to the preparation of project completion reports.
- Undertaking and participating in missions for the formulation and processing of LOAs and TAs CITYNET related projects and providing inputs on technical aspects of project design, implementation arrangements, cost estimates and assessing the capacity of the executing and implementing agencies.
[Thematic Work]
- Advising and supporting programme policy dialogue, researching suitable remedies or strategies and conducting appropriate policy dialogue with responsible government officials and other stakeholders.
- Conducting city/local NGO level surveys and analysis on urban issues and developing, in consultation with CITYNET members, institutional and policy reforms in accordance with CITYNET’s vision.
- Liaising with partner organisation on Asia-wide urban issues.
- Acting as focal point for disaster risk management and lead mission for emergency projects related to natural disasters.
Strategy and Planning
- Work and coordinate with CITYNET national chapters and satellite office to map out national level goals and provide technical and administrative assistance to national chapter projects
- Assist in the design and implementation of CITYNET Secretariat plans and activities
Knowledge Sharing
- Conduct, participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
- Assist in the drafting and editing of articles in CITYNET publications, particularly those relating to programme activities
Information System and Technology
- Formulates, plans, develops, designs and implements CITYNET’s information systems and technology services, computer and telecommunications, in support of the organisation’s day to day operations and future needs.
- Directs systems development projects, particularly on ICT development in developing countries, and provides technical guidance/assistance to staff involved in those projects, to ensure the quality of such application systems.
- Enforces systems, data collection and documentation standards, and monitors performance of the application systems under responsibility to identify necessary further improvement.
- Develops security measures and controls the access to CITYNET terminals and websites by assigning user-IDs and passwords to authorized users.
- Ensures comprehensive testing and evaluation of all modifications to software and hardware before implementation to minimize possible disruption of processing.
- Undertakes research and investigation of IT products and services and recommends enhancements to improve system efficiency.
Knowledge Management
- Provides on-the-job training to other IST Specialists and monitors or reviews outputs of other Information Systems and Technology Specialists from CITYNET member cities/organisations.
- Demonstrates sound specialist knowledge in assigned work/project, familiar with some related disciplines, and is able to critique other work in a few areas of the field.
- Contribute significantly to activities for advocacy, dissemination and knowledge building relating IT.
Staff Supervision
- Supervise the performance of reporting staff, interns and volunteers and providing clear direction and regular monitoring and feedback on performance
- Ensure the ongoing learning and development of reporting staff, interns and volunteers.

Programme and Database Management Officer
The position is responsible for supporting the processing and implementation of capacity building, infrastructure projects and technical assistance to CITYNET member cities and NGOs with particular attention to the attaining the overall goals and vision of CITYNET. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks. This position is also responsible the design and maintenance of the organizational database, including its management for the transfer of the Secretariat to its new base in Seoul.[Qualifications]
